So what is up with this document? Seems 2005 intake is already covered by 2004 applications and perpahs more!! are we going to see outcome of cases in 2005 for the ones filed late in 2004?

your question is a little confusing but I will give it a try. a) I am ASSUMING you are talking about Buffalo
The way I see that chart is this...we know that it can take as little as 6-12 months for a start to finish application. BUT, the are more applications current in the que than Buffalo is given in their target totals. So, you have about 17,000 applications sitting in the AOR stage as of Dec 1004. Not all of those applications will see PR completion in 2005. Only about 10,000 of them. The remaining 7,000 will be held over until 2006. Remember, first in, first out.
The only way it might change is if there is target shortfalls from other embassies that can be distributed amongst those embassies where the waits are excessively long.
That is how I read it. There is nothing magical about this chart. It should compare fairly accurately with what CIC is suggesting as wait times from application date to issuance of PR.
