My convention refugee case was approved in principle 2004,i applied in 2001. i my file is trnsfered to local office.Immigration is asking me for Travel dacuments or Passport.- I contacted my Empbassy for Passport but they refused to issu one bacause i never had apassport in my country,as i came to canada without passport.
My question is can immigration issue me PR without a passport?

Talking to the ministry might help too and don´t forget to show the letter of your embassy.

I was told that no visa can be issues nowadays without passport. But then again you never know.....

A Visa is a certificate issed by the Visa officer and this certificate has to be issued on the Passport...
A Passport is a must. If you say you entered the country without a passport then it will be a complicated case...
Like you are already in the country so you dont need a passport to enter in Canada.
Boy oh boy... its a very complicated case... If you go to Lawyers they will shell out a lot of money from you...

i think ,,, there are some exceptional cases that u can get ur PR with no passport .. u need to show immigration a written letter from ur native embassy to show their rejection of issuing u a Passport and they will consider it for sure ... but talk to ur lawyer ..
