Depends, if you are applying on your own for a work permit then....yes
If you applied as a PR within Canada and your application is in process, at some point in time CIC will instruct you how and when you are allowed to apply for a work permit. It will be an open permit so no lmo is required.
Englishman or not, married to a Canadian, does not give an automatic right to work in Canada.
