Simple. Your employer has to prove to HRDC that he/she can´t find a Canadian or a Permanent resident to fill that position. Once he/she gets the approval from HRDC, you use that document along with an application for a work permit and submit it to the Canadian Embassy or High Commission in charge of your country of residence.

And it will cost you anywhere between $15000 - $20000. If you don´t believe it, ask any immigration consultant.
