apply PR from US / wife overstay

Subject: apply PR from US / wife overstay
  I want to apply for Canadian PR as skilled worker. I am currently in USA and my wife is also in USA but she has overstayed her j1 visa.
Although she entered US legally but she become out of status within couple of months of her landing due to invalid SEVIS. It has already been more than a year she has been out of status.
Can she apply as secondary applicant? Can we apply from USA?

I sincerely appriciate any information and suggestion.

If you entered US with a visa validity of one year or more then you can apply for Canadian PR through US.

Thanks for your response Samm.

Just to clarify. My wife had visa valid for 1 year ( j1 visa) but even though she did not maintain her status she should be able to apply PR through US?

Read IRPR regulation 11 clearly and the Overseas Processing Family Class Manual it is all there regrading the interpretation of regulation 11.
