My cosin have been requested to apply to an ARC from London high comission like a final step to PR application,He was requested a letter+400 dollars
London post usually don t request to write down a letter ,They make a decision based on application includ CBSA.
do we have to understand something regarding that
or its up just to an immigration officer to ask or not for a letter

Why after removal should your cousin be given authorization to return?
The removal was either an exclusion order or a deportation order if they are requesting an ARC letter.
Lets put it this way - Do not provide a letter detailing why your cousin should be allowed to return and they will go negative, your choice Cousin.
