Landing Document but no PR card

Subject: Landing Document but no PR card
  My parents had received landing document back in 2002 and landed in Toronto. Due to unavoidable situation they had to leave the country then. In 2004, they came back and applied for their PR card. Before they got their PR card, the left Canada again and never picked up their PR card. Now they want to come back to Canada. My questions are:

- Is their immigration still valid or should they apply for their immigration all over again?
- Can they obtain single entry visa from Canadian Consulate and re-apply for their PR card in Toronto, Canada?
- If yes, can they apply such visa in any country or they have to get the visa stamped from their home country? They are in US right now.

First verify if their PR has never expired because of 2 yrs stay in canada requirement out of every 5 yrs.

If its valid, you can apply for a document named (Travel document for Permanent Residents residing abroad) to the canadian consulate and this can be used to travel to Canada for one time.

Then they can apply for PR card once they enter Canada.

The issue is 730 days of residency. It all depends on the little details. If they can obtain a US Visitor Visa and drive across the border they then can argue for their residency but they have not resided in Canada much so far.
