I stayed here for 3 year 8 month status refuged,(sept 1999 - may 2003). I stayed out off canada for 3 year an finally ( 2003 - 2006)I came back sponsed by my son ( sept 2006 - )
Question = For the Canadian citen card, the 3 year and 8 month is considered ?

Not if you were a claimant at that time. Time begins when you got Landed and they add up to one year of residency for any one before that you were here. 1/2 day per day. So if you were Landed and in Canada for two years and here as a refugee claimant for two years before your landing date you would have sufficent residency.
