Hi I received request to submit landing fee, is it same as Right of Permanent resident!!

RPRF, ROLF are same.
No, since you are outside Canada, you must pay by check or money order (No personal check)

ROLF & RPRF are the same thing. They changed the name from Right of Landing Fee to Right of Permenent Residency Fee because the first one sounded to much like the old Chinese Head Tax.
Some In Land offices when getting landed as a spouse in Canada or as a H&C will reguirepayment by sertified cheque or money order instead of the online payment form type that you can do in all banks with no fee # escapes me right now.
