Subject: obtaining perm res status from land border
  a person was approved as a skilled worker in Detroit. Detroit issued Permanent Resident Visa and confirmation of permanent resident papers good til July 2007. He is working in Canada legally on a work permit for past 5 years. He needs to get his papers signed. Immigration call centre gave us a phone number for land border point, but the number was a telephone sex chat line. A second call to the call centre gave us a phone number for Canada Border Service agency who advised us to call the call centre back.
What does this man have to do to get his papers signed.

The process is very simple and is called "landing".
He needs to exit Canada at any border and then re-enter as a Canadian permanent resident.

If you search this or other public forum for the word "landing" you will find a wealth of information pertaining to this topic. It is the simple part of becoming a Canadian permanent resident and also the one finalizing it.

If I understand your message, for this man to get his "landing", he has to leave Canada. In his 5 years in Canada, he never once left Canada or returned to his home country because he was afraid they would not let him back in. this man is working in Toronto, Ontario Canada. The only place he can exit to is his home country or possibly the United States. And because of where he was born I´m just guessing, but he would probably need a visa to get to the United States. Or would U.S. allow him in based on the fact the he would be returning as a Permanent Residentto Canada.

If this man has been granted PR he does not need to worry about not being allowed back into Canada if he leaves - that´s part of what Permanent Resident status is about! That said, my thought is that if he´s been in Canada on a work permit for the past five years he most probably applied on an inland application. If this is true he should not have to leave Canada to "land" - he needs only to go to his local Citizenship and Immigration office to sign his landing papers. He should have gotten information on how to handle this process when he received his landing papers. He should refer back to those instructions, or call someone at CIC with his information so that they can direct him.

He can go to the US border (the bridge to Detroit) and there the US border officer will refuse him entry since he has no visa. This is ok, he just needs to turn around and enter Canada as a permanent resident. It´s a standard thing, he can even tell the Canadian border guy before doing this so that they expect him.

oromum: My friend said he received 1st work permit through Buffalo in 1999 with all extensions in canada. With your instructions, he went to his local immigration office and they would not let him in. We called back the call centre and they advised that he could get his P.R. document signed at CPC Vegreville, Alberta, but it would take along time.
Anonymous : Your info sounds very good, but can the U.S. arrest him for trying to get into the U.S. witout a Visa. He is really afraid of doing something wrong. He is Ukrainian and does not speak English that well. Should he take an interpreter with him?
Help from anyone would be appreciated

Nobody will be arrested! Not even Ukrainians! Who told you that?!?

But let´s get serious: He will NOT enter USA. Below are three simple steps. Follow them and your friend will be a happy camper:

1. Exit Canada at any border with US. Take all needed papers (i.e. passport, COPR)
2. Go to the US side where he will be declared "inadmissible" because he doesn´t have a valid US visa.
3. Return to Canadian point of entry where he will "land" as a permanent resident.

It is that simple. Please do not complicate things any more. Both sides of the border are familiar with this, it is something that many people do every day.
If you feel that your friend needs moral or English language support, then feel free to accompany him on this short trip.

Come back and report after your friend has successfully "landed" and quit being paranoid!
