I am a Canadian PR currently living in the U.S. and planning to return to Canada next year. My wife and I got married after I had landed. While I do plan on sponsoring her to get her PR status after I return to Canada, I was wondering if she can get a visitor?s visa to go to Canada with me. She´s in the States too. Would the Canadian consulate refuse to issue her the visitor visa because of her intention to immigrate? Thanks!

Since your seeking advice on your wife obtaining a Camadian Visitor Visa I can only assume she is not an American because those nationals do not require a CVV.
So regulation 11 applies--if she has been admitted to the US for a year legally and resides there she is complying with the regualtions OP1 section 5.17 but the issue will be -- When you got married, where, and whether you have any intent of residing in Canada.
It appears from this post that you have been living and residing in the US even though you have obtained PR status in Canada and now you are trying to have your cake and eat it to. So to speak.
Instead of sponsoring your spouse from outside Canada which you can not do until you return to Canada you intend to sponsor her from within Canada which is a much longer processing period. That is how your post appears.
If I´m right the visa officer will refuse her CVV because her intent is to remain permanetly in Canada and not for a temporary time which is the definition of a visitor.

I´m making mistakes! Got to get more sleep. You can sponsor her now because your a Canadian and all you have to do is return the same day or a day befoe she arrives.
Income is not an issue when your sponsoring a spouse or dependent child.

hang on Roy - if he wants to sponsor her from outside Canada, he needs to be a citizen rather than a PR!

A citizen may start the sponsorhsip process if they are in canada, OR outside of canaad and can prove intent to return.
a PR must reside in Canada for them to sponsor
