I´m wondering, at what stage the finger print verification is requested? is it a MUST for everyone or depends on whom they ask for?
Also could someone outline the processing stages from AOR to the final landing?

It depends on who they request if from. If you are currently residing in Canada, it is a good idea for you to go to your local RCMP office and have your fingerprints taken and sent to Ottawa for verification on your own, and Ottawa will send the results to yoru consulate within 4 or 5 months.
