In a spousal outside of Canada sponsorship, if the ROLF has not been paid but they send a letter requesting it does this usually mean they are not refusing the application? The person had interview 3 months ago, needed more documents sent in, got a request for the ROLF, paid it, but was told because the medicals expire in January that they will have to re-do them as well as a police check again, but have yet to receive the medical papers to do the medical, they told the person to write a letter stating they did not have any more documents to submit as they gave them all in at the interview which the letter was dropped to the embassy and now they are waiting again... ??? any thoughts?
