HI i would like to enter to canada by bus or train as PR 1st time to canada.Am i eligible to do so?.

Question is, would you WANT to do so? Entering the first time as a PR means a wait of at least an hour or two. I´m guessing no train or bus service will be willing to wait for you.
If you want to do a land crossing, use a rental car.

You can do it however way you want, makes no difference. Even if you take bus, train, plane the immigration and customs are the same people.
Best bet is to perhaps take a train to the port city in US i.e. Buffalo, Detroit etc and then cab/walk to the bridge and then catch another train from the Canadian port i.e. Niagra Falls, Windsor.
Why not just rent a car? or Fly. Taking the train is just as expensive as flying in most cases, flying is faster.

If you want by train or bus that is perfectly ok. But definitely take one ticket to the border city like Niagara Falls (Canada) or Windsor (Canada) and go through the Immigration procedure. Once that is done, then purchase a ticket for your destination place, as you don´t know how long it will take the immigration process at the border.
