I am a convention refugee left canada because of some family problems abroad. My common law partner is PR in canada. We will get marry and he will sponsor me and apply PR status. What you suggest? Is it best tto apply from canada or from the country where we will get marry. will CIC start my process or reject?

My brother fiance is a PR of canada and right now my brother is in UK on student visa. He wants to get marry in canada with her fiance. Pl let me know for what canadian visa he should apply.
