Subject: P Passport used for buffalo CIC application?
  Hi, there,

i am from china, currently as a visiting scholar in canada, the term is two years. i am planing to send my canadian immigration application to CIC buffalo, but my passport is P(public affair, not G, general=private), so my question is: Does CIC buffalo accept P passport application? anyone has similar experience, or know the information, your suggestion will be highly appreciated.

You cannot immigrate to Canada with a diplomatic, government service or public affairs passport.

No, you can´t. In the final passport request letter they state explicitely that diplomatic, governement or public affairs passports are unacceptable.

you can go home apply another passport in China I guess, if possible. should n´t be hard. However, it´s kind of obvious, you can´t immigrate by using public one

I guess the reason canada can´t accept public, diplomatic passport is because once you use that, Canada might get shit from your home country.
