Hi, friends:
I want to apply for permanat residency in canada. I will be staying in canada on a 18-month term work permit with a "Passport for Public Affairs" issued by the goverment of P.R. China. Will this application be accepted and processed? I heard that only those who hold a general passport will be considered for immigration. Will there be any problems for me?

work permit has nothing to do with permanent residency. I am not familiar with a PA passport. I suspect it might be restricted?
see CIC.gc.ca to find our if you qualify under the skilled worker program and what they require.

Yes you may.
Only that you will have to stay for 1 Yr. before you can apply if you wish to apply within Canada on SW1 base.
If not you will be asked to apply from your home country China.
Apply only if you can stay in Canada for a period of 2-3 years as that is the time it is taking for foriegn applicants applying in SW1 cat.

You must bring a valid passport with you. Your passport must be a regular, private passport. You cannot immigrate to Canada with a diplomatic, government service or public affairs passport.
but you might apply to refugee I guess
