Can I leave Canada before PR?

Subject: Can I leave Canada before PR?
  I just came back to Canada on a 9-month work permit(I got two university degrees from Canada 6 years ago). I have two questions:

1-Can I apply for immigration by sending my application to Buffalo? I´ve heard that you need to be in Canada for a year before you can apply, although in my case I used to live in Canada in the past.

2-Just after applying, can I leave Canada temporarily? I´ve heard that I can get an entrance visa by mail through Seattle visa office to avoid complications on returning to Canada.

1- you dont need to live in Canada for a year to be able to appy through buffalo but you need to be legally admitted to Canada or US for at least 12 months at the time to application even if you apply from day one of your entry as long as you fulfill this rule
2- once application received and AOR issued, you can leave Canada temporary or perminantly, provided that you inform visa office about the change of address.
3- Visa office can tranfer your file to the visa office responsible for processing applications of your nationality if they want to, they rarely do.
