Subject: Visa Office
  Hello everyone,
Currently Im resiidng in Japan on spouse visa since Jyly 2005. Before that, I lived in US for about 4 years and havent been to my home country since 2000.My question is should I apply from Japan (Visa post is Manila,Philippines) or forward the application to my country of Nationality?

you can do either, PR applications can either be sent to the visa office responsible for your country of nationality or country of residance (providing that your legally admitted for at least 12 months)
if the vida office in the country your residing in is significanly faster than that of your conutry of nationality then I would choose it other wise stick to the one of your nationality.

It is currently taking on an average 48 to 57 months to process a Skilled worker immigration application from Manila.

Kindly visit the above mentioned link to find out what is the processing time of a Skilled worker immigration application in your country of nationality. Choose the country that has the shorter processing time.
