and there is a gentleman with the name MANPREET, giving these following words:

Although a very interesting theory the fact that Manpreet got his PR in 7 months and his friend did not even though they applied at the same time does not prove anything.

We all know that the background and security checks are very important factors in determining the processing time of an application. So maybe his friend has not got his PR as yet because his checks are not complete.

There are a lot of other factors involved so unless complete details of both the file are analyzed it will be very difficult to say why this happened.

Yes, I absoultely know about the Background checks. But the interesting fact is about the quota theory, but I am not stressing on Manpreet and his friend´s case.

Nobody came forward so far to contradict abt the quota theory at least I am happy that there are people who defy the belief in quota. Hope you understand what I meant.

Yes I understand what you are saying. I did find the theory interesting but I believe that there is a quota system.

I hope the quota theory is wrong. But it works to explain why CIC has all but stopped issuing PPRs to SW. I am sure there are many other possible explanations--like they are a grossly inefficient and unreliable organization, or they are undergoing an internal reorganization. It would be nice if we had solid information instead of guessing. But the world is not always nice and we are left guessing. At least it keeps us occupied and gives some set of rules for interpreting our situation.

why are we so bent out of shape about a quota or target system. There has to be an annual upper limit on CIC applications. once they hit 240,000 they stop. They start again fresh with the new year.

why is this such a problem for people?

Maybe rather than say quota we should use Target Level, because it seems that people just can´t understand that CIC has a limit on the number of new PR they allow per year.

Once they set the limit they divide the total into the various sub-groups: family, skilled work, business, refugee, etc. Then the number for each group is divided according to the various processing office, including offices in Canada.
The fact is there is a limit/quota/target and once they exhaust the target for a particular group for a region or office for that year then everyone who has been approved will be first inline the next year.

Sharon,

Many of us here were expecting to get PR before the year end. Now all of a sudden the quota is full (maybe, maybe not, we don´t know), but if it´s true, it means we will all have to put life on hold and wait anoter 4 - 6 months!

Anon: we have been requesting updates from buffalo-im-enquiry@international.gc.ca.

Sharon: I guess the frustration is, as SG1 says, we were expecting to be processed this year. We are looking forward to the changes the visa will bring and set our lives up based on a certain assumed time-line. Now we are finding that Buffalo may have stopped issuing PPRs in August or September and we need to wait longer. Our plans are on hold. No one questions the right of Canada to set whatever rules it wants to allow immigrants in--we just wish they would communicate better with us so we could make our plans based on facts, not based on rumors and guesses.

I guess the second problem is that we are assuming timelines based on last years volumes. We keep setting ourselves up for frustration, anxiety, false hopes,and general bad planning. ..hence my utter distaste for the questions about wait times.
