Until the 1960s, the Canadian state chose its immigrants on the basis of their racial categorization, rather than the individual merits of the applicant, with preference being given to immigrants of Northern European (especially British) origin over the so-called ?black and Asiatic races?, and at times over Central and Southern European ?races?..........

Thankfully we are over with that ...Hmmmmmmm? I know demographics play a role in immigration even today. I guess Canada wants to keep a balance in numbers (politically correct word for a racial quota) of all the races. Now the present "quota" system where there are rumours mentioned earlier in this forum for New Delhi- anyone who submitted their medicals after May 2005 will get their landing papers only after Jan 2006.Is it because too many Indians have applied for immigration? Are there other colored people who are applying from other visa posts in Buffalo,London,Frankfurtetc. facing delays too?

Now taking New Delhi out of the picture and considering the Buffalo visa office for eg. Do you (the forum) think that a white skilled worker has a faster chance to immigrate then his colored counterpart who is educated abroad (eg.USA) when they apply at the Buffalo office at the same time.This might just seem like a conspiracy theory to some- definitely open to debate.I dont mean to hurt the feelings of any other race but just felt like raising these questions while I wait.Peace

FYI:(Skilled worker category)
? Buffalo: Received 52,755 applications for skilled workers in 2001. In 2002, the number of applications for skilled workers fell to 32,916. In 2003, the number decreased to 23,391.

? New Delhi: Received 45,451 applications for skilled workers in 2001. In 2002, the number of application for skilled workers fell to 15,732. In 2003, it decreased to 13,864.

Talking abt medicals after May. How far is this correct.

If it is true, I did my medicals in May but it reached Ottawa only in the third week of June. Will I get my PPR only next year?

To abhi:
I´m white from Europe, applied as SW in Oct. 2003 to Buffalo, medicals expired already, did not hear anything from CIC for 14 months. Do you think the process goes faster for me?????

I DO think that quota exists and it´s correct for different application centers, you can read the previous post:

It seems CIC reached the quota for this year in Buffalo as well.

Hello Abhi,

You do bring an interesting point.

However you must have faith in the process and system. Canadian immigration system has been taking other than whites in large numbers for past few years. This should be indicative enough that there is no bias.

Where do I start??? Do I start with the fact that previously the government use to give money to new immigrants to settle, those were the days. Now you have to pay through the teeth.

Or that in past decade the majority of immigrants to Canada came from Asian-Pacific countries with China, Hong Kong and India contributing the vast majority of new immigrants. Since 1995 India has been the second largest source country for immigrants to Canada.

Or better yet, do I start with the fact the new system effectively eliminate an entire continent of people from applying and citizens from this continent wait the longest to receive PR status. The continent is Africa. A vast majority of the population does not qualify to apply under the skilled work class and even when they do apply it takes anywhere from 46-53 months or more for a decision to be rendered on their application. The situation for family class applicants is no better as it takes 30 months or more for 80% of spousal cases to be approved in Accra, Ghana.

Canada similar to any other country does what they think is best for their own country and they only want the best from every country to make their country better. They might not have quota in Africa but the socio-economic conditions of the continent prevents most of the citizens from benefiting from the Canadian immigration policy.

In conclusion, before drawing conclusions based on minute details, look at the big picture. For more information on immigration and source country go to:

Katrina... I really respect your perspective.

One of the sad injustices I see in our system is how difficult it is for someone coming from a developing economy. My guy lives in North Africa. His situation is far better than most within his country and in terms of economics - light years ahead of many other African countries.

But... for him, settlement money is 2 years salary. fees are 3 months salary. medical exam - one months salary. for a Canadian... it is like asking us to save $100,000 before we can even consider immigration. No wonder some migrants hop into boats and take their chances that they can sneak into Spain, France or Italy. Even with formal immigration, Canada is not a first choice destination for that part of the world.

I understand that settlement funds must be there to insure Canadian survival, but ultimately, it impacts the countries that provide us with new immigrants. I wish there was a different way to go about it.

Our quotas are based on demand. No point in saying 60% of our applicants must come from the moon if nobody there wants to come here! I do not consider that racial categorization. They may ask your country of origin but they never ask what colour you are. Those days are long gone in this country. We really do not care. Within the next 20-30 years, caucasian Canadians will be in the minority ... so what will people say then! Actually, the number of mixed ratial marriages in our communities will render this country colourless... what will we say about quotas then!

Interesting points Sharon.

Elli, you asked about decreasing rates (skilled workers) - the only reason I can think of atleast in Asia is the growing economies. Skilled workers are in great demand and lifestyles are improving.I guess they just want to sit at home and enjoy.With all the MNC´s moving base to India (Disneyworld is coming too :)). People I guess (skilled workers) have beter oppurtunities here, India ie. Inspite of all this,in India there still exsists a big gap between the have & have-nots.

Now,dont ask me why I want to go to Canada...

1) My wife and I need a vacation
2) I want to learn ice hockey
3) I SIMMMBLY WANNA GO :)
