Is it possible to apply and get a parent his PR in canada while he is visiting canada? Please clear the confusion; some posts suggest it is possible but the CIC website says there is no such class available.

To the best of my knowledge, it is possible, assuming there are grounds for Humanitarian and Compassionate considerations. For example, if your parents are from New Orleans and unable to return due to the hurricane´s damage, this would probably "open the door" to their application being received from within Canada.
Anyone else have any insight?

It would probably have to be an extreme circumstance like Dennis mentioned, and even then under Humanitarian and Compassionate for spousal can take 2 years (from what i´ve heard, don´t quote me)... i´m not sure they would go for it with parents. ?

Yes, H&C considerations can be made in all cases, including parents and grandparents.
