IELTS anticipated but....

Subject: IELTS anticipated but....
  Lets assume a skilled immigration application was submitted to CIC with personal docs and references for Language Proficiency. Apart from language points lets assume the applicant can get enough points so that if you add atleast 12 language points he will be over the 67 mark.

I guess normally, if CIC is not convinced, it will ask for the IELTS scores right ? But, has someone heard of the application being rejected just based on the fact that its unable to assign the language points as the scores were not sent along with the application ?

Please Note: I know its mentioned in the guidelines to submit IELTS and even background checks, so we all know that the CIC **CAN** reject, my question is have you seen/heard someone´s case being rejected in that manner and for that reason ?

they will give you a dead line to submit ur test results ..
they did that to me but for the french and gave me nine months to do the TEF .

They usually give you a dead line, fair time line to submit your test scores. They did that to me but for IELTS, and gave me 180 days time. I did that quickly and got very good scores, so happily submitted and got my points!!! Relax, it will all be OK.

Hello - The question got addressed but nobody answered it - is there a chance that the application gets rejected? Let´s say the immigration officer asked for test results but the applicant chose not to take the test - what will happen then?
