Subject: Moving Back with American Wife and confused

I´m a Canadian citizen and newly married to an American whom I live with in the US. I have been ´living´ in the US for 5 years with a non-immigrant TN-1 Visa which is basically a temporary 1 year work visa that I must renew each year. In March we are planning on moving to BC and I have begun filling out the sponsorship forms.
My Questions:
1. If my wife´s application for Permanent Resident is not yet approved by the time March comes around can we still move to Canada. My wife wishes to do a 3 month internship at that time - basically volunteering her services in the medical field while paying tuition to an American University. Pursuant to this, if we are in Canada and awaiting the Permanent resident card can we travel to visit relatives in the US?
2. I have a good job now, but have no property/job/etc. lined up in Canada at the moment. Will my only proof that I am returning to Canada (that being my 1 year Visa that expires in May) be good enough? For that matter - I wonder if anyone can tell me if I have ever really technically ´left´ Canada.
3. Where can I call for information? Buffalo? The main Canadian Immigration website numbers are toll free but only work in Canada.

I´m sure that´s enough questions for now. Thanks in advances for any help.
