Where did you hear about the change to 75?
It used to be 75 and they lowered it to 76.
Do you have concrete evidence that they are changing it or is this another unsubstantiated rumour?

There is no public rumblings within Canada about a point change. Someone is getting people excited over nothing.

The only thing I could see happening is another category for skills beyond university education because Canada is still not getting the skills it needs. There may also be a stronger threshold for language proficiency. (cause that is the biggest complaint among employers).

There might also be a change in how CIC hold applications in the que so that people are not left in limbo for 4-5 years.

Changing the points will not solve any of these issues and in my opinion, these are the areas where the system is broken.

I doubt we will hear any announcements until fall and even then... given an impending election, most likely not even then.

I made 68 points when it was refused in 2003. Since then i should get extra points for more than 1 yr of canada work, 2 more years of work experience, completed masters degree in canada -> 68 + 5 + 4 + 5 (I hope)

I first applied on feb 2002, it was rejected on june 2003, as the required points was 75. I wasn´t paying much attention to the change in immigration laws in jan 2002. I should have applied in 2000 itself when i came to canada, as i had 2 yrs of work experience before coming here and the rules were relaxed at that time. Almost all my friends who were in the 2000 batch are landed immigrants now. Past is past, i have a job and i am happy.
