Subject: Who is to blame?
  I have applied for immigration in January 2004. After nine month, I received the letter from CIC buffalo that I should undertake the medical exam, provide them with the proof of found and to pay the landing fee. I did the medical exam and sent the required documents almost right away. In that letter it was also stated that the interview is waived.
Now it?s been 11 month from the time I have submitted the medical, yet I haven´t heard anything from Buffalo.
I sent a fax to buffalo about two month ago, but they never replied to me. I thought I was entitled to receive a reply after almost two years and paying all the costs. I have also applied for CAIPS note but I have not received the result. I and my wife both are PhD students here in Canada. We have been here almost for three years now. The medical exam will expire within a month and I have to undertake another medical exam which costs me another 800$. Who is to blame and why I should pay this from my pocket while it is not my fault?
Besides this I believe the system needs to go under a huge renovation.
There are friends of mine who applied after me and they got their immigration before me. I believe it is not fair and to me it?s very strange. I love this country because it?s been fair to me in every aspect of my life here in Canada. I really appreciate Canada because it values human qualities, but the immigration system has been very disappointing so far...

i fully endorse your thoughts. iam also in similar situation. and waiting 3 months after medicals.
I have seen people who apply from US on work visas getting passport request in 2 months after medicals. What do these guys do?? They just get immigration, land in canada, leave next day to US and still work there for 3 more years until they get greencard and then they give up canadian immigration.
Where as guys who are students/working in canada and genuinely interested to stay in canada , these immigration authorities do not want to give immigration to them easily.
On one hand one can argue that security and background checks in US are faster (like FBI). But what the heck, we also do RCMP here (including fingerprinting) , but inspite of it the immigration guys do background check from the country we came from and delay the immigration endlessly, where as for US people its a cakewalk. The immigration policies are very biased towards people who apply from US on work visa, who eventually do not stay here anyways (except very few).
Just 2 cents of my opinion and frustrations...........
Canadian Immigration policy sucks.If i get my immigration iam going to write a letter to imigration minister to change the policy about this. We should also make immigration policy similar to US like a person who is a new immigrant has to stay 6 months out of whole year in canada. This will prevent all the "safety net applicants form US" who use canada as backup till they get their green card and help canada in taking people who are genuinely interested to stay in this country and improve it..

I agree completely to your opinion. I am exactly in the same boat as you. I am a student in Canada for three years and my wife is working with a work permit. Applied in Jan 04 and did medicals in Aug´04. Needless to say my interview was waived and I paid my ROLF in Sept 04. Just like your case, my medical is going to expire next month.

Sent Fax to those stupid people many times and as expected never got a response. From my caips notes (in April) I found that my sec check was completed in Nov 04 within just 10 days of time. However there is no word about my wife´s security check. Recently, I contacted a high level minister´s office in Canada and asked them to give a buzz to CIC about my wife´s sec check. I was told by them that I may expect my papers in one month time but though one month is already gone by now have not heard any thing so far. I am not sure what would be my next course of action. To add the pain, our study/work permit is expiring next month.

Canadian government workers are no different to any gov´t workers. They do very little and get paid a lot for it. I think they also feel that they are doing the applicant a real favor by processing their papers, and that the applicant should be greatful that they are being considered at all. Ofcourse, this does not apply to all Canada Immigration workers. Does anyone else share this feeling? I´m not even an immigrant, I was born in Canada!

My husband(the applicant) and I sent our documents on
Oct. 2003 to Buffalo, had medicals on Sept. 2004 (we are both graduate students), still nothing. we are both on the study permit. Medicals expares very soon. I don´t know, what to do?

Reading your posting make me feel really worried and depressed, there is a considerable amount of people waiting for their application to be processed.

According to what I have read the process seems to be normal until you receive IA 9 to 10 months from the application date, after that things seem to stop or move extremely slowly, the more I think about it the less I understand, there is no logic at all.

Anyways I hope you guys can get your process finished very soon, I really wish you the best.

i also applied in Jan 2004 and sent in my last docs in Dec,2004 and i am still waiting for pp request. from caips notes, it showed that my background check is undergoing. i hope i can receive my paper soon. my medical is going to expire in 3 months.
