How long does it take now to sponsor parents. I hear it takes about 2-3 years. I know it was few (about 6) months earlier. How did this happen? Any chance it will go back to 6 months period?
What is the procedure to sponsor parents?

a lot depends on the country of origin and how many parental sponsorships are already in the backlog. this is a controversial topic. it would appear that he applications are increasing faster than the quota will allow PLUS the quota has been reduced. Consequently, the way has dramatically increased.
check the CIC website for actual details on how to sponsor family members. there is also approximate wait times posted for each country.

Does anyone know if immigrants from Bosnia can apply through Canadian embassy in Vienna or application has to go through consulate in Sarajevo (Bosnia)?

CIC imposed a sort of secret "mini-moratorium" in 2002 on the processing of parental sponsorship applications.
The processing times of parental applications in Canada have grown from 6 months to 24-25 months since 2003, on top of the 5-10 years processing times in applicant?s native countries. CPC Mississauga completely stopped processing of applications submitted after June 24, 2003, but it continues to accept new applications and collect the fees. This created a backlog of 110,000 cases.
This is the real reason and not "the applications are increasing faster than the quota will allow" like Sharon and the government want you to believe. The quota today is 18,000 per year and it will take about 6 years to clear the current backlog without touching a single new case received during this period.
