My sister is Canadian Citizen (House wife), She applied for my mother NOV 2003. In first week of June 2004 we have received letter from Cic that they have received the application file number was not being generated.
Question:
My brother In law is not working at present, matter of fact he is in back home, we have submited his 2002-2003 Tax papers, as I told you by 2004 he is not living there. Question is, will CIC gonna ask for 2005 tax papers?

I don?t know if they will.
I can tell ya , I have been sposored by my wife from abroad and she has been living out of Canada for the last two years.
When she sponsored me , she didn?t sent her taxes forms b?cause was really hard to get them from my home country.
She wrote a letter to CIC explaining that is really hard to get the taxes forms and bla bla and CIC didn?t ask for them and she was approved as my sponsor.

the problem that I think you are facing is that niether your sister or her husband nobody is currently working. How do they intend to financially care for your mother? I even think there is a requirement that a sponsor cannot be drawing government assistance. So, your sister and brother in law must get their financial affairs in order before adding to thier responsibilities.

of course, or some other verification of income because you have to prove that you have sufficient income to sponsor.
