CAIPS Question

Subject: CAIPS Question
  I am sponsoring my wife for immigration to Canada. My wife is currently living abroad (China), but I am living in Canada. She´s already been tentatively approved (interview waived). We´ve been asked to provide the permanent residence fee, and, having done so in May, received confirmation in a letter dated June 1st. It´s now almost the middle of July, and the last update to our E-CAS status was "Medical Results Received", also on the 1st of June. However that was the last time we heard from Hong Kong. We are still "In Process", and each day we feel more and more worried. This doesn´t seem normal, as others arriving in the queue in Hong Kong after us have already received their PP request letters.

I´m thinking of asking for my CAIPS notes, just to find out what is going on, and I was wondering if I can apply for her CAIPS notes directly for free, and what sort of information I need to provide, as the sponsor, or do I just need to fill out the form?

Also, any thoughts as to why it is taking so long (I know I slowed things down by not paying the residence fee at the outset, but I wouldn´t have thought it would delay us this long) or even just words of encouragement would be welcomed.
