Subject: When to send police report?
  Hi all,
I am about to begin application process for Canadian immigration from the US. The Buffalo consular website says that we DO NOT require to send police report at the time of application, but I have heard otherwise from friends who had applied and got their residency. I am afraid they might ask PR in the middle of the process which takes about 2-3 months, if I do not send it now. Obviously that time will be "wasted".
Any idea? Your feedback is appreciated.

In some cases, persons wishing to enter Canada may be required to provide POLICECERTIFICATES as part of the documentation necessary to be granted an entry Visa. Mostauthorities will require that the applicant provide fingerprints and pay a fee in order to obtain a Police Certificate. Do not request a police certificate from Hong Kong, the United States or Canada until you are instructed to do so by a visa office. Further instructions for obtaining the police certificate from these authorities will be sent to you if one is required.

It is best to send them with your application otherwise CIC MAY send your Application back.
Best thing you can do here is start the process for PCCs and send your app without them, if you get PCCs earlier, send it to CIC or wait for their response

If you´re applying outside of Canada I assume you mean the FBI clearance?

The idea is to apply for FBI report around the same time you send your application in. FBI takes about 3 months, so by the time CIC gets around to needing it, you will likely have it in and can send it into them... so no time gets wasted.

Don´t wait for them to ask for them before you apply for it, or it will be time wasted.

As of the most recent CIC information, FBI clearances ARE required for applicants from the US. The info you have is outdated. Definitely send it in with your application; my understanding is that even if they do accept your app. without it, it will delay the process by several months. As it is, it takes 10 weeks to get the fingerprints processed by the FBI. Good luck!
