what is the best way to send passport to CIC New Delhi from Mumbai? The CIC New Delhi address is a PO Box. Do i need to send a prepaid self addressed enevlope as well?

U need to send it through speed post that is more reliable and fast. U get a tracking no to track it online aswell.

It would be better to send by Bluedart courier because you can also track the document.
Don´t send by speed post(you know about our postal dep)

why don´t you go personally to submit passport at New Delhi
that is best and safe way.

Delhi HC will not accept the PP by person.
U need to send by post only
