I know that only canadian citizen can be sponsor out side of Canada.
Then how about naturalized Canadian?
If he is an immigrant, but, now he is a Canadian, is it possible for him to be his wife´s sponsor out side of Canada?

Yes he can as long as he carry the canadian Citizenship.

No you cannot sponsor from outside Canada if you are just PR. You should be in Canada
