Is this no. only for applications applied from within Canada?

hi,
i am a temporary worker in canada and i need to extend my visa. it will expire on jan 15th but i need to change employer.
i know that for some occupations you dont need the positive labour market opinion (http://www.cic.gc.ca/english/work/special-tech.asp), it is for IT workers.
my question is: the website is old (2002) and the new programming languages are not listed, so, in which category is the web-developer?
also, what documents do i need to send to extend the visa?
i tried to call the CIC call center but i cant find the way to speak to an agent.
