Subject: Process needs a change!!
  I feel the Processing system is not transparent and rather prejudiced against those who have lived in several countries. Globalization is a phenomenon which professionals cannot avoid and hence are going to be living for extended periods in several countries.

CIC should only clear IA for medicals after they have obtained the BG checks and PCs ? I mean what is the point in getting Medicals done early if they are only having the applicant wait endlessly with no clear time-line.

My aim is not to ask CIC to short-cut their process. They have a right to do everything they feel they should. All I?m saying is that:

A) CIC should make their process more transparent ? keep the applicant informed where their application is and how long will it take to clear to next stage and what can the applicant do to help prepare next stage.

B) Make changes to stages which are more practical in tune with the time line it takes to complete stages. E.g. what is the point of doing medicals before BG Check? I did mine in Nov 2004 and it is already June 2005 (5 months and they expire). Give me hardly any time to plan travel ? i.e. if I?m lucky to clear my complete PR formalities before then.

C) Make the Online status workable. I mean really ? how many have really seen information on the online system change? It is 5 months from medicals when most report a change show up. If CIC does not want people to write to them or call them then they must make the online system more effective.

D) If they feel they are overwhelmed with applications ? they should think of adopting an Electronic File system ? like what INS has been implementing. After all they collect appox. US $ 450 ? 500 on application money alone, which is not a small change of money.

E) Similarly they are collecting US $ 750 ? 800 per applicant on RPRF which is supposed to be collected when initial application is approved. Most are submitting as asked by CIC at time of Medicals. That is about US $ 3-5 on interest money alone (on risk-free rate) on single applicant. Now multiply those with a conservative figure of 1500-2000 applicants they process each month on an average at a post ~ 7,500 ? 10,000 on interest collections per post per month alone!! Now multiply that with all the posts around the world? They should allow Credit Card payment wherever possible for payment online (asked ONLY WHEN APPLICATION IS CLEAR for a Visa Issuance).

you know what... you are absolutely right. half the faxes and anxiety comes from poor information. I am afraid to find out how much the Canadian government paid for e-client. Totally useless.

We, personally are 4 months since medicals and ROLF. (we don´t even show up on e-client but we are told not to call!) I understand they cannot control the background checks (but why not?) Certainly they should be able to advise if it will be 3 months, 6 months 10 years based on their averages. At least people could plan their life a little bit.

CIC must do better in how they communicate with immigration applicants- no doubt about it.

and this is coming from the defender of the flag!

I agree with your comments Sharon.

There is a need for being more transparent to their customers like any organization.

Are they talking about E-Client in national dailies in Canada? I?m sure there must be several thousand applicants within Canada who must be equally frustrated with E-Client.

How effective is the Call Center option? I see you can check on your application from within Canada by calling a 1-800 number.

Absolutely,
The medicals are a valid point, I have seen most people do it twice, and if its a family, then its very expensive.
Also, there needs to be a better status retrieval system, as Spike has pointed out, the INS does a good job in that dept.

Sharon also pointed out how she was told not to call.... that is ridiculous, the anxiety increases as you near the end anyways right ? In any case its basically screwed and needs some change.

Also Sharon, you mentioned abt your views "coming from a defender of the flag" ? What is that supposed to mean ? Are you doing us a favor ? Or are you suggesting that you or someone else might actually defend the already screwed up process ? (I know its hard to take the criticism, but people need to be more objective, and less emotional)

Raj... given that I am Canadian and usually defend CIC and its policies... I thought my strong criticism would come as a bit of a surprise to a few of you.

What is wrong - "IS" wrong Sharon. You are implying that in this case you took an exception by agreeing (with the CIC non- defenders if I may say) that the process is screwed up, and normally you would have defended it.

I think it should be more specific to the topic, that either you agree or not, nothing to do with where your thoughts stand in "general" (CIC defender).....

It was just an observation, don´t take it personally, as you mentioned.... no big deal.

You guys just dont appreciate things.......Yea, there system may not be accurate but it´s wroking. There are many countries who dont give a damm wheather you have bachelor degree or work experience. Look at USA... They are bringing uneducated people with a Lottery system but dont care about who is spending money in this country to educate themslef. Anyway, my point is.....there system may not be perfect but still in place....so stop complaining and start to appreciate things. your turn will come......
