Subject: Off campus employment for foreign students
  On April 18th 2005 Minister Volpe announced that foreign students are able to work off campus. What wasn?t released to the public was that the foreign student in question must have completed 2 terms as a full time student and acheive minimum academic standards. If the foreign student meets those requirements they have to apply for an open work authorization via there educational institution. The college or University would validate to CIC that the foreign student is in fact enrolled in full time studies. Furthermore, each Canadian province has to reach an agreement with HRSDC and CIC before the implementation on this new foreign student initiative can take effect. As of 08/05/05 only three provinces have done so. If you have any questions please consult your local CIC office or the call centre 1-888-242-2100 instead of the "experts" in this forum.

one more than, full-time international student can not just go to "apply job", even you are hired, because you don´t have work permit, you don´t have SIN too, how can employer hires you without SIN?

The thing is that your work authorization will be open, ie. not employer specific. Once you receive the WP you are entitled to a social insurance number. The SIN card will have an expiry date that corresponds to the expiry dates of your Student and Work authorizations. This is the only legal way an international student is entitled to work off campus (except co-op if it´s part of there normal course of study).
