hello, can anyone answer my question please :)
My fiance, who is a permanent resident in Canada, wants to come live with me in my country for a year or so and start a family. Then we would like to move to Canada. Does he have to be in Canada working to apply for sponsorship, or can we stay outside Canada together and then apply and arrive together?

After marrying you he will have to come back to Canada and then sponsor you. He will have to stay in Canada throughout the sponsorship process, thats the law.
There is no minimum income requirement when a PR is sponsoring his/her spouse.

I am a 20 yr old Muslim girl. I came to Canada 3 months ago through UNHCR as conventional refugee and I am PR holder.I want to marry my 25 year old cousin in Pakistan. If we get marry and our Nikkah takeplace on phone and get marrage certificate. May I eligible to sponsor my spouse? or what are the requirements in our case? or I must need to go to Pakistan for marrying?
Please help me in this matter

you are going to have a tough time. How are you going to convince CIC that you do not marry your cousin so he can gain his immigration?
