There is no such a thing as "Citizenship" by investing. You may obtain a "Permanent Residence"status and after a few years of living in Canada (assuming you meet all requirements) then you may apply for citizenship.

Agreed. No such thing as citizenship through investing. The best you can do is get permanent residency status. Once you have PR, you will have to live in Canada for 4 out of 6 years to qualify to even apply for citizenship.

The federal investor program has been scrapped. You can apply to the Quebec program if you are planning to live there. If you are planning to live in another province, study that province´s provincial nominee program. If you have business experience and a reasonable networth you may be eligible for one of the entrepreneur categories. This will usually need you to start a business after you arrive in Canada.
