Subject: 3 weeks to land in Canada! COPR now expired.
  A decision was made a few months back, and my husband of whom I sponsored, received a COPR (Confirmation of Permanent Residence), but I just found out that it is now expired - he was expected to land in Canada in 3 weeks!! How long does he have to land in Canada? We thought he had a year from the expiry date written on the COPR. Now the visa office is telling us to resubmit paperwork and medical exams and pay additional fees. I cannot even figure out how or what fees we have to pay, as they have given insufficient information - a CIC website link. I think CIC made a mistake, but I cannot speak to anyone. CIC in Canada call centres don´t give advice to outland applications. The visa office at the embassy does not take phone calls. I sent them an urgent e-mail, but it is now over a week with no reply. We just want to go ahead with our move to Canada and sort it out in Canada rather than deal any further with the embassy office. My husband does not require a visa to enter Canada and he has been accepted so what is with this COPR anyway? I don´t want to delay any further and who knows what is going on at the embassy visa office.

So if he does not require a visitor visa get on a plane and come and resolve same while already in Canada.

No - he didn´t have a year from the date written on the CORP. He needed to land by the date listed on the CORP - which he has clearly missed. How long each person has to land varies and is definitely in no way standard. It largely depends on the expiry date of the medicals.

It´s use it or lose it when it comes to the CORP. Since he failed to land by the date on the CORP, it sounds like CIC has instructed you start the process again from scratch. This is the expected out come if someone doesn´t land by the date on their CORP. CIC is following the published process.

Unfortunately you guys are the ones who messed up here (not CIC).

No, no, no.....
Forget about if he needs or doesn´t need a visa. The visa is a document that allows him to board a plane. That´s about it....His Confirmation of Permanent Residence is valid for one year after the day the medicals are done. So if the medicals are done today and the CORP is issued 6 months from today, he only has 6 months to enter Canada. Plain and simple.
His CORP expired along with his medicals. That document is no longer valid! Cannot be submitted in the Global Immigration Management Program when he arrives so he cannot become a PR at the airport.

At this point, he would need to follow CIC´s instructions which is basically, re-apply.
Coming here and trying to figure it out at airport is a bad idea, if it was a do-able thing, don´t you think CIC would´ve said so?, coming here without the proper documentation may get him refused of entry.

Yes Roy, I see. It seems that the expiry date of the COPR appears to be tied into the medical exam´s expiry date. The processing time is 14 months and the medical exams are valid for a year - does not add up very well. We are willing to submit more paper work and medical exams, but outland CIC is asking us to also enclose proof of payment of a fee which is not clearly specified (proof of payment of a fee for replacing a COPR visa). The CIC link that was enclosed in the e-mail has no such fee. If anyone knows details of this fee, please inform me.
Our friends and family are telling us to just come to Canada, he can land as a tourist, and once in Canada, we will at least be able to access assistance. If we are not given clear instructions to follow from outland CIC as to how to proceed and if no one is available to assist us in a timely manner, it seems best to quickly resolve the issue in Canada. There are always lawyers as a final option. If we try to do extend the COPR without full knowledge of what we are supposed to do, we might get stuck in a bureaucratic mess and time will really run out on my husband´s PR visa. We paid too much, waited too long, my father passed away during the wait and now my mother is ill - I have had enough of having my life on hold.
The COPR did not clearly state the expiry date. As such, I e-mailed Manila and by the time I received a reply - it had expired. Three weeks notice to quit your job, close up your life and home, buy a plane ticket and leave your country. That is what was expected of us, so those of you who are awaiting a 14 + months processing time for a Permanent Resident visa Canada - be forewarned. Might be better to have filed for a PR from inside Canada.

He can still be admitted as a visitor and the process of doing another medical and submitting any additional forms can be done in any country. Then he would have to leave and re-enter Canada to become a PR.

There shouldn´t be a problem if he has already started to resolve the matter of the expired COPR.

Thanks for the information and filling it all the blanks. We just quit our jobs and are moving forward with our new life together in Canada. We will do all the paperwork towards extending the COPR and hopefully everything will fall into place.

We got same issue, I got my passport (with PR VISA) today 4th July and Visa Expiry date is 11th July.. only 7 days.. What should I do, Please advice.

IRCC Bulletin OP 1, section 5.28 says, "Sometimes, due to factors beyond their control, applicants receive visas that are valid for less than two months. If they cannot travel before their visas expire, officers should update whichever requirement (e.g.,medical) was used to set the visa validity. When a new validity date has been obtained, a new visa will be
issued".

Hence immediately write to the issuing office to provide new Confirmation of PR based on this.
