Subject: please help! health care for baby
  hi everyone, im a refugee claimant which my case was rejected and waiting for appeal. i have Canadian born baby too 8 months old. i got my new work permit this week and try to apply for Alberta health care for me and my baby but they declined it because i don´t confer residency status in Canada yet im not so worried about my health care but why they doesnt wants to give for my baby moreover she born here and Canadian citizen. because of me they doesn´t wants to give my baby health card. now i have pay for her doctors visit, vaccine shot and etc.. why is like that? im so confuse with the system here in Canada. anybody have any suggestion? please let me know if anyone knows about this.. thanks

I don`t think this makes sense unless there is more information you have not given. Have you received a removal order and indicated that you were leaving and taking the child with you. How was the birth handled. Was it covered or did you pay. Why did you wait 8 months to apply for her health card. It seems strange that the application for her health card was not done when she was born. Did no one suggest that or did something go wrong with that process (form not filed properly, change of address, lost card in the mail, etc.).

You say you are confused by the system here in Canada. Don`t want to sound mean but as a rejected refugee claimant, you are now outside the system. You need to find resources that are intended for those outside the system such as free clinics that do not require status. Your baby however is a Canadian so she should be able to access the system regardless of your status. What about the child`s father. If for some reason you cannot, can he apply for her health card.

hi sabrina, thanks for the reply, im sorry for not giving detailed information. my health card was active until this year feb because my work permit was active and my baby was under my name so when i received my new work permit i went to renew the health card but they refused to give me because they said i dont confer residency status but i dont know how they gave me the health card earlier and i was covered by y=that health card for my delivery and also for my doctors visits. but

but now i have to pay for my baby´s doctors visit. this things really make me confused. my husband also as same status with me. is that true if the parents dont ave residency and baby too not covered. please advise me what to do. please. thanks

I am surprised you were able to access health services for her with your card while it was active. I don`t live in Alberta so can`t say how the system works but I would think a child should have their own card as soon as the paper work can be done. In Ontario the application for OHIP is filed by the hospital before the child leaves or by the midwife if born at home even if the parents are not eligible for OHIP. Did the person who said the baby is not covered because you do not have residency know the baby was born here. They may have been talking about residency in terms of living in a place as opposed to the legal immigration definition since health care is controlled by the provinces and you must reside in that province for specific lengths of time. Have you tried going to an Alberta service centre with her birth certificate and proof (pay slips, utility bills, etc.) that you have lived in Alberta for whatever is the required time there. Since she was born there it should not be an issue but it might make it more obvious.

You said you are waiting for your appeal. Have you actually been given leave to appeal. I assume your case was filed and processed long before the new changes but wonder if your country of origin may be having some impact anyway. It should not for these circumstances but wonder if it.
