The site you are referring to is poorly written in English and a fair amount of the information in there is not true.

"Disembarkation Card" It is actually called "Customs Declaration card"

There is no such a thing called " "Newly Landed Immigrants´ Counter". Those are private organization that provide services in some airports but it is not considered part of the landing process.

Second, you will not be directed to a "Service Canada Office" before clearing customs.

You have to go there to get your SIN but that doesn´t happen in the airport before leaving customs.

There is no "customs office". There is the pre-clearance area where you pick up your bags and an officer takes your declaration card from you just as you are leaving the area. Depending on the code number that the officer wrote on your card when you first arrived then your bags may undergo further inspection or not.
That is process that applies to everybody else too, not just new comers.

There is need to bring pictures for the PR card, your CORP will have it and if the one in there is not usable, the officer can take a picture on the spot.

There is no Immigration counter, Service Canada and finally CBSA. That "process" you are describing is not true.

CBSA handles Customs and Immigration. The officer at the primary inspection point will know you are landing based on your visa that is labeled as "Immigrant". Once you inform the officer, he/she will ask you a couple of Customs related questions and refer you to the secondary inspection where the landing can be finalized if there are no major issues.

After that, you pick your bags and exit the clearance area like everyone else.

Once you go through the line up, the actual landing procedure takes about 15-20 minutes if that. Very straight forward in most cases.
