Hi everybody,
I was hoping someone could give me some answers regarding CIC and RAMQ.
I am currently living in Quebec even though i did not meet the the PR requirements, I was told to stay in Canada until i have accumulated my 2 year obligation and then apply to renew my PR card.
I recently called up RAMQ because I wanted to reimburse them for an amount that they had paid for 3 years ago, my card has been expired for 3 years and so they ended up asking me all these questions about the dates of departure and arrival in Quebec, I was honest about everything but now i´m worried that the RAMQ will inform CIC of my loss of status.
Does anyone out there know if this could actually happen? Can RAMQ inform the immigration that i did not meet my residency obligations?

You have confused me totally. This is what I get from your posting.
So you´re a permanent resident (PR) of Canada.
You are currently residing in the province of Quebec.
Due to absences you have not complied with residency obligations of 730 days in ANY 5 year period.
Who told you that you should stay in Canada to accumulate (730 days) residency and all would be perfect?
Either you have complied or you haven´t! It is like either your pregnant or you´re not! If you have murdered someone you can´t go to Mommy and say sorry and all will be forgiven.
IF YOU DIDN´T WANT TO RESIDE IN CANADA PERMANENTLY WHY DID YOU APPLY IN THE FIRST PLACE?

I got married after I got my residency, and the plan was to return to Canada with my husband (American Citizen), only after a while it became very clear that he had no intention of moving back with me nor was he going to let me go back alone. And so I was stuck in a marriage with an abusive husband who kept all my travel documents locked up in his father´s safe! Even if i was able to get my passport back, the law in my god forsaken country states that a married woman cannot leave the country without the permission of her husband!!
Luckily I was able to get a divorce in the end and returned soon after.
I am not an opportunist trying to take advantage of anything Canada has to offer. My plans for the future were all always about Canada, I have lived here for over 10 years, and when i say i didn´t meet the residency obligation, i mean I was only a couple of months shy of the 730 days.
I was told I could explain my problem to the CIC and they might allow me to renew my card based on humanitarian and compassionate grounds, but after everything i have been through I can honestly say that I´ve lost all faith in humanity and I don´t believe anyone from the CIC is going to care about what happened to me. Even though my explanation for my absence is credible and I have documents to prove it, I decided to just wait a couple of month after my card expires and then apply for a renewal.
So Roy, You don´t know where I come from and what my life was like in my country, you don´t know what i went through just to get to Canada. I understand why you would automatically assume that have no intention of living here, but believe me a lot of Immigrants out there actually have good intentions, and they love and respect this country more than their own!

It boils down to one thing.
You didn´t meet the Residency requirements PERIOD.
Chances are that CIC knows already that you didn´t meet the requirements. You have to tell the truth when you apply for your PR card about your absences from Canada.
It is up to CIC to determine if you stay or go. You can always fill an H&C application if you think you have a chance.
That is all there is to it.

Yes and after the posting I can spin another story as well to change my response. But nope I´m still sticking to my response.
So now poor little child enters into a marriage - arranged or not - with an American citizen??? Abusive AMERICAN husband who does not understand North American culture. How long did he keep you locked up without your documents? Did you seek the protection of the authorities? Did you go to the Canadian or American Consulates? How did you get your travel documents back after a simple divorce. If the AMERICAN was upset you would think he would get some shears out.
Big Question. Which is easier to obtain American Citizenship or Canadian if not by birth? Dah Canadian.
Did anyone ever tell you that compassion has to be common sense?
If there is nothing other than your word to corroborate your story than I agree with DocD your up the proverbial creek with out a paddle and your boat has a hole in it.
Now if your a PR in Canada and do not have intentions to leave why would you want to renew your PR card?
