Even reviewing forms are considered advice that constitutes pre-application advice for a fee and Great North Immigration would have to PROVIDE a Use of Representation form for their client for pre-application work or even looking over the forms.

IRPA A10 (2) The application shall, unless otherwise provided by these Regulations,

(c.3) if the applicant has been ADVISED, for consideration in connection with the application, by a person referred to in any of paragraphs 91(2)(a) to (c) of the Act, include the information referred to in paragraphs (c.1) and (c.2) with respect to that person;

There are two operations on imm5476: appoint and cancel.
How do we use this form if there is no intention to appoint a representative to conduct business with CIC on behalf of the applicant. This is nonsense. CIC should either design a form specifically addressing the scope of involvement with the file, or if we use common sense we understand that the problem is not with the disclosure of limited involvement of a regulated consultant, but with the non-disclosure of the involvement of a ghost consultant. This is intended to place the responsibility on the applicant when their application was fully prepared by a ghost. That is my interpretation. If CIC does not prepare a new PDF form asking for specific information about the involvement of third parties with the application, I will stick with common sense and won´t provide a form that is not designed to be included with applications that I do not represent.

Advice pre-application, at time of application and post application all require the APPLICANT to submit a Use of Representative form.

If any compensated representative advises someone pre-application person their regulatory body will side with the consumer of Immigration advice not their member if they complain.

Now in the IMM 5476 area 3 http://www.cic.gc.ca/english/pdf/kits/forms/IMM5476E.PDF

under type of application I would put NONE. A real big NONE!

Now is it worth the time and money dealing with a complaint to check over someones forms? I think not!

That is just my opinion.
