Subject: elderly parents move to Canada
I would like to move my elderly parents to Canada to live out the rest of their lives with me.
How would I obtain health care for them?
They are US citizens.
I am a US citizen married to a Canadian and living here for 32 years as a Permanant residant.

You can sponsor them but the timeline is at least 13 years...

as Americans, they can come for 6 months of the year as visitors. In terms of health care, they would require private insurance - which is not cheap because it is viewed as high risk.

Anything longer than 6 month visits will require you to formally sponsor them. Not sure if 13 years is accurate but the wait is indeed long and your parents would have to qualify. One area that is considered is their combined health and potential draw on the medical system.

I assume your parents are in their mid 70´s- early 80´s. As you well know, seniors care is underfunded and there are wait lists all across the country for any sort of public pay services. This makes CIC very reluctant to allow seniors to move into our system and further add to the problem we are facing.

As we have been saying to many of our other forum participants in the same boat... you may need to be the one that does some travelling, or perhaps it can become a combined effort. I would apply to sponsor regardless. It is not a huge amount of money to do so and there is no harm in trying - but I would certainly be considering a plan B such as assisted living in the US where you can be sure they are safe and properly cared for - which I am sure is a big concern.

An easy thing to do is to put them up in senior or elder-care house close to canadian border and for you to go see them every weekend. You may have to foot the bills but what the heck, they are your parents.... you can burn some money on them. Good luck.

Processing time for parent PR (permanent resident) sponsorships through Buffalo is approximately 67 months at this time (per the official processing times on the CIC web site). It´s entirely possible these processing times will increase.

Your parents will qualify for health care once their application is approved and then land in Canada (and become PRs).

As part of the application process, they must be medically examined to ensure they will not be a burden to Canada´s health care system. Their applications can be denied if they are in poor health.

Assuming Marcia´s parents can no longer manage in their home alone, Marcia may have to foot the bills for elder care regardless of which side of the border they are on- unless they are able to live with her.

To qualify for government funded care in BC as an example, the senior must financially qualify. The income threshold is about $15,000 in after tax dollars. That qualifies them for a maximum client paid care cost of about $1,000 per month. In most cases, there is a 1-2 year wait for those funded spots. If their income goes up- it becomes 70% of net.

Private care can range anywhere from $3,500 at the low end (for 2) up to $5,6,7,000 a month depending on how fancy you want to get. Medical services beyond med supervision, meals, flat laundry, assistance with bathing would be on top of that.

The idea of living close to the border is a good one but it should be considered very carefully. Uprooting parents away from familiar surroundings, friends and possible other family members will be a very difficult adjustment.

Not an easy challenge. I know... I am living it and my Mom is in the same city as I am.

Have they thought about buying international medical insurance before they leave? It could be a way for them to live with you without drawing on the nation´s healthcare system. I am not sure of the cost, but it could be another alternative for you.
