Subject: parent visitor visa with sponsorship in progress
  My in-laws have visited Canada twice and on one of the visits extended their visa to stay a year but didn´t have a sponsorship in progress at the time. My mother in law been denied a US visitor visa for staying beyond the alloted stay. Does have a past visitor travel history to Canada guarantee a visitor visa? As well, if there is a complaint to CBSA (Canada Border Services) and the Minister of Immigration Canada that they have no strong ties to return home and will likely use the Canadian Immigration rule of Humanitarian & Compassionate grounds to stay permanently. What is the likely hood of being granted a Canadian visitor visa? Thanks!

No

Slim to none

Regardless what the issue is , they still have to prove that they are going to return to Canada at the end of their visit.

DocD should know better there is no problem with dual intent.

All PNP expect a future applicant to conduct an exploratory visit to the province of their choice so this is no different!

Make sure the invitation letter is about a visit that is truly Canadian instead of seeing Niagara Falls or the CN Tower. Something unusual like the Polar Bears in November at Churchill Manitoba.

Or a two night Dog Sled trip into the park from Parry Sound.

Read the whole thing. He is asking is a past visit to Canada guarantees a visa. The answer still no.

Why would someone even use the word H&C / complain to CBSA and CIC? To obtain a Visitor´s visa. Just doesn´t add.

Dual intend is one thing, guarantee and H&C are two different things.

There is nothing that prevents his parents from applying again.

But "guarantee"??????

The answer is still no. I would rather to use the word "possible" instead.

Well, then what is the probability of receiving a visit visa with a complaint in progress to the CBSA and the Minister of Immigration as they have visited twice before but now intend on residing in Canada permanently. My mother in law has been denied a US visitor visa three times for exceeding her stay. I look forward to a credible response from Roy or Sharon. Thanks!
