Background Check & ARC Processing Timeline

Subject: Background Check & ARC Processing Timeline
  I understand there is no definite timeline as all cases are different. However is their an average timeline in which Background checks are normally completed - what is the worst case in timeline? The Applicant has lived in Canada & in their country of origin only with no military service. Fingerprints were requested for an RCMP check which was sent to the visa office in February 2011. Any ideas of a probable timeline.

Also is the ARC process treated separately to the background checks meaning will the background check be finished & then the process of whether or not to issue the ARC follow. Will they run concurrently or consecutively?

Not until all other matters are assessed will it end up on the desk of the person assessing the ARC.

Than and only than will that person look to see what CBSA thinks of the person and his/her delaying tatics regarding removal etc.
