Subject: how to be an immigration CON-SULT-ANT |
Anybody knows if there is any exam I should take before being one?? Do I have to be registered with CIC to become one?

There are few courses available to do see the link below, I am not sure whether Immigration Practitioner and consultant would be the same or not. As the name suggest the same but it could be technologically different.
If they are same you can do this.

If you are outside of Canada, no clue what you need to do. Some other experts might be help.

It is well announced that the Federal Government is looking into replacing CSIC as the regulator of Immigration Consultants and therefor the rules or requirements to becoming regulated will probably change..
Seneca College from Nisha post shows that they have delayed taking any new applicants in their Consultancy program.
It is the best you just wait it should be not long for any changes if any are announced.
