Subject: Residency Requirement for Canadian Citizenship
  I am aware that one of the stipulations to become a Canadian Citizen is that one must live within Canada for three years out of four. As I am sure some on this site are aware that the term "residency" has been challenged in the past. My question, What ´reasonable´ exceptional circumstances would allow a citizenship judge to waive the 1095 rule?

You trying to wiggle a Canadian passport for yourself? I am pretty sure you will fail... If it says 3 consecutive years during the last four means exactly that!!!!

Dear "Advisor": Not everyone has nefarious motives when asking a legitimate question. (FYI I am a Canadian Citizen. Born and bred in the Toronto area.) For example my wife and I might be missionaries and need to be in other countries (such as Afghanistan, Mr. Anonymous!!)Again are their legal exceptions to the citizenship rule; just as there are exceptions to the Permanent Residence rule of 750 days. (If a pr is married to a Canadian and living OUTSIDE of Canada; the pr is considered to be the same as if he/she were living in Canada. Has everyone here become so jaded that the automatic thought is that this guy is trying to scam the system...

Mark,

Your wife can maintain her PR status if she is outside of Canada with you. But in order to qualify for citizenship she has to be in Canada 3 out of 4. That´s it! more than likely that is the end of the story.
