I have sponsored my wife and have her undertaking and she is new permanent residence. I was wondering if I still can apply and Spencer my parents.

Who is Spencer?
However, you cannot sponsor anyone until your undertaking is over. Usually is for 3 years.

Can a person be Penalised for not taking care of their parents during the 10 year period as stipulated in the immigration documents?

if they require government assistance - yes. You sign an undertaking to provide the basic needs of the person you sponsor. It is a contract you make with the government. If you don´t want to help them - don´t bring them.
