Subject: US Citizen wanting to move to Canada to marry.
  I am a US citizen and have been asked by my boyfriend, a resident of Saskatchewan, to marry him. We have decided after much discussion that it would be better for me to move to Saskatchewan than for him to move to America. What we were originally planning is for me to move up in the spring on a temporary work or resident visa in April so that I can get a job and prepare for our lives together, and apply for permanent residency after he and I are married in August.

However, I cannot find anything on this site that would make that possible, as a temporary work visa require a job offer already and a temporary resident visa does not allow you to work. Can anyone give me any advice on what I should do?

what seems like a logical plan is rarely logical in the world of cross border romance and immigration rules.

-you can come for a visit - but working is not an option.
-you can apply for a work visa but that means finding a job offer first and the processing time is general annoying plus there are not all that many job offers out there that are being approved.

have a read about family class sponsorship, and focus on Outland requirements. It would still allow for visits and there is an appeal mechanism.
