I have a wife and 3 children. So I need about 23k dollars, and I have only 20k, but I can arrange with the other 3k by April. When should I apply ? If I apply now, then they might pre-approved me and then I will have 120 days to present all my documents. If I can arrange all the money in April, then what is the best time to apply ?
Do they ask to submit the financial statement during the 120 days period, or only after successful medical exam ?

Hi
There are still 9 months to next April in your case. If you apply today for PR then most probably you will get approved in 45 to 50 days (only if you are in among most favourable profession list of Canada) and then you will have 120 days to submit your papers and funds certificate, so it will be little early. But you never know the PR of Canada may close anytime, so arrange it fast and apply immediately.
Second you have to submit a fund certificate issued by your bank at second stage of your PR visa process. Canadadian immigration authority verify your funds at each stage.
This money will be carried by you when you will be moving to Canada after immigration is done.

According to new rule,applicants have to submit all the documents requested by the vica office to CIO (1st stage). Does it mean we have to submit bank statement to CIO at fisrt stage?

yes. CIC does not want to waste their time looking at your document if you do not have the appropriate funds to settle.

Do I need to submit my bank statement at the beginning (1st stage)? and if so how long bank statement should it be. one month, three month or more please let me know.
